Federal Government Launches Digital Inclusion Pilot Project in Ibwa Community, Gwagwalada

The Federal Government of Nigeria has officially launched its rural digital inclusion pilot project in Isuanin Kura, Ibwa 2, Gwagwalada, located on the outskirts of Abuja, marking the first step towards delivering digital access to 7,000 underserved communities nationwide.

The project, spearheaded by the Federal Ministry of Communications, Innovation, and Digital Economy, in partnership with Globacom and Huawei Nigerian Enterprises, aims to transform the lives of over 12,000 residents in the pilot community by offering:

  • Free public Wi-Fi
  • 2G/3G/4G network access
  • Digital healthcare solutions
  • Remote learning platforms

Bridging Nigeria’s Digital Divide

Speaking at the launch event on Wednesday, Dr. Bosun Tijani, Minister of Communications, Innovation, and Digital Economy, emphasized the critical importance of the initiative in closing Nigeria’s digital divide. He noted that over 20 million Nigerians still lack access to basic telecommunications services, limiting their ability to access education, healthcare, financial services, and governance.

“In many communities, there’s simply no network at all. This digital exclusion is costing the country greatly. Where you live should not determine your access to opportunity. We are leveraging innovation to ensure every Nigerian, regardless of location, can thrive in the digital age,” said Dr. Tijani.


Globacom and Huawei: Key Players in Nigeria’s Connectivity Push

Globacom’s Group Chief Technical Director, Mr. Sanjib Roy, explained that Glo worked alongside the Ministry and Huawei to establish the pilot site by:

  • Providing Microwave backhaul link
  • Granting access to Globacom’s full core network infrastructure
  • Managing ongoing operations to ensure uninterrupted voice and data services

Mr. Roy also highlighted the introduction of a Smart Education platform that enables students in Ibwa to learn from teachers based in Abuja or other global locations. In the healthcare sector, connected medical equipment now allows remote consultations with doctors and specialists in urban centers.


Real-Time Demonstration of Digital Capabilities

During the official unveiling, Chief Abubakar Bamaiyi, leader of the Ibwa 2 community, participated in a live teleconsultation with a doctor in Abuja, demonstrating the impact of the connected healthcare system.

Guests also witnessed a live virtual classroom session led by a teacher in Lagos using Huawei’s digital teaching equipment, underscoring the project’s ability to deliver real-time educational content remotely.

All site equipment is solar-powered, ensuring sustainable and reliable energy access for the community.


Empowering Local Communities Through Digital Access

Mr. Kazeem Kaka, Globacom’s Head of Division for the North West, reiterated Glo’s long-standing commitment to expanding connectivity across Nigeria.

“Since 2003, Globacom has worked to democratize access to communication. This project strengthens our mission to make internet and data services more accessible and affordable. We’re particularly excited about its positive impact on education, healthcare, and economic growth in Ibwa.”


Huawei Donates Smartphones to Enhance Access

Mr. Terrens Wu, Managing Director of Huawei Nigerian Enterprises, praised the collaboration and reaffirmed Huawei’s dedication to using digital technology to improve lives in rural Nigeria. As part of the initiative, Huawei donated 120 affordable smartphones to the community, enabling more residents to connect to voice and internet services.

“We are proud to support Nigeria’s vision for digital inclusion. This project is a clear example of how technology can transform rural communities by enhancing education, healthcare, and economic opportunities,” said Mr. Wu.
