Nigeria’s telecommunications regulator has introduced a new licensing framework for international messaging services, marking the latest effort to tighten control over the country’s rapidly expanding digital communications sector.

The Nigerian Communications Commission (NCC) officially launched licensing requirements for International Application-to-Person (A2P) Messaging Aggregator Services on Tuesday, establishing what it describes as a “structured and transparent framework” for managing international messaging flows into Africa’s largest economy.

The initiative aligns with the Nigerian Communications Act 2003 and the Licensing Regulations 2019, legislation that empowers the Commission to maintain competitive and secure telecommunications infrastructure across the nation of over 200 million people.

Growing Messaging Market

The move comes as Nigeria’s messaging ecosystem continues to expand, driven by increasing smartphone penetration and digital service adoption. International A2P messaging, which includes services like SMS notifications from banks, e-commerce platforms, and other applications, represents a significant portion of cross-border digital communications traffic.

“This new licence provides a structured and transparent framework for managing international messaging flows through NCC-authorised platforms, ensuring better service standards and accountability in the growing messaging ecosystem,” the Commission stated in its announcement.

The framework excludes Mobile Network Operators (MNOs) from eligibility, instead targeting specialized messaging aggregators that facilitate international traffic routing. Each applicant may partner with one competent technical partner where applicable, according to the guidelines.

Tight Application Timeline

The NCC has set an aggressive timeline for the licensing process, requiring interested parties to submit completed applications within seven days of the publication date. A 5% non-refundable administrative charge applies at the point of application.

The regulator has made application forms and comprehensive guidelines, including the complete A2P Framework and fee structure, available on its official website. Prospective applicants can direct inquiries to the Director of the Licensing and Authorisation Department at licensing@ncc.gov.ng.

Regulatory Strengthening

The licensing framework represents part of broader efforts by Nigerian regulators to enhance oversight of the country’s telecommunications sector. The NCC has increasingly focused on service quality, security standards, and consumer protection as the digital economy continues to grow.

“This move reinforces the NCC’s commitment to enhancing service integrity and regulatory clarity across Nigeria’s telecommunications landscape,” the Commission noted in its statement.

The development follows similar regulatory tightening across West Africa, as governments seek to balance digital innovation with security concerns and revenue generation. Nigeria’s large consumer base and growing digital economy make it an attractive market for international messaging service providers.

The new framework is expected to impact how international companies deliver messaging services to Nigerian consumers, potentially affecting everything from banking notifications to e-commerce communications and two-factor authentication services.
