Ghana’s government has signed Memoranda of Understanding with 11 universities to embed certifications from the One Million Coders Programme (OMCP) directly into degree and diploma curricula. Communications, Digital Technology and Innovations Minister Samuel Nartey George disclosed the partnership during the Government Accountability Series at Jubilee House in Accra on September 7. The move folds a flagship national digital-skills scheme into formal higher education rather than leaving it as a parallel, optional track.
Participating institutions include the University of Ghana, Kwame Nkrumah University of Science and Technology, the University of Energy and Natural Resources, Ghana Communication Technology University, and the University of Cape Coast, among others. George said the MoUs are meant to give students industry-relevant digital competencies alongside their academic qualifications, closing a gap employers routinely flag between what graduates learn and what the job market demands.
Who the Degree Integration Actually Affects
The immediate beneficiaries are students at the 11 named universities, who will now be able to earn OMCP certifications as part of coursework rather than pursuing them separately outside their academic timetable. At KNUST alone, more than 1,000 students have already enrolled across four centres, including the Department of Computer Science and the Responsible Artificial Intelligence Lab. Cybersecurity is the most popular track nationally, with 8,570 learners enrolled, followed by data analytics, AI Essentials, AI Professional, and project management.
Those enrolment numbers sit inside a larger base. The programme has recorded more than 141,000 registered accounts and roughly 28,000 active learners as of early August, with 24,394 pursuing self-paced training and about 6,050 requiring centre-based support. Between June 1 and August 15, OMCP logged more than 11,000 cumulative attendances across 118 reporting centres nationwide, a scale that explains why the ministry is now pushing to route learners through universities rather than standalone centres alone.
Beyond the 11 institutions, the government is working with the Ministry of Education and the Ghana Education Service to extend foundational digital-skills training to students aged 13 to 19, which would eventually feed a pipeline of secondary-school leavers already familiar with OMCP content into the university-level certifications.
Ghana’s Digital-Skills Push Has Been Building for Two Years
The university integration is the latest step in a rollout that has moved faster than typical government technology programmes. Ghana signed a 12-month MoU with MTN Ghana at Mobile World Congress 2025 specifically to help launch OMCP, with MTN contributing roughly $2 million toward laptop procurement for universities. That partnership came alongside a parallel push on the Ghana Innovation and Start-Up Bill, which the ministry has been racing to finalise as the regulatory counterpart to a growing startup and skills ecosystem. A June 2025 strategic planning workshop with Ghana’s Parliamentary Select Committee on Information and Communications had already flagged the digital-skills agenda as a legislative priority for the year.
Ghana’s timing matters regionally. Nigeria’s AI ecosystem illustrates the risk of training individuals without building institutions around them: the country ranks first in Africa on a global responsible-AI index and sixth worldwide for individual AI literacy, yet its companies score just 34 out of 100 on enterprise AI adoption, ahead of only a handful of markets including Ghana. Training thousands of coders inside universities does not automatically translate into local companies capable of absorbing that talent, and Ghana has not yet detailed how many OMCP graduates have moved into paid technical roles.
The enforcement question also looms over any MoU-based programme. Signing agreements with 11 universities commits institutions to curriculum changes, but it does not guarantee consistent delivery quality across campuses with very different resources, faculty capacity, and existing computer science departments. A cybersecurity certification issued at a well-equipped urban university may carry different practical value than the same credential issued at a resource-constrained regional campus, and the ministry has not published a shared quality-assurance framework governing how certifications are assessed across the 11 institutions.
What to watch next is whether the ministry releases graduate employment data tied specifically to the university-integrated cohort, and whether the promised extension of foundational training to 13-to-19-year-olds moves from stated intent to a funded rollout with named partners and timelines.
